Description of Work
*This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined,
it has the potential to extend up to 3 years (36 months).

The primary purpose of this position is to organize and carry out the For-Hire At-Sea Observation Project on behalf of North Carolina's Coastal Angling Program (CAP). This project aims to monitor the For-Hire recreational fishery, with an emphasis on reef-fish species. Data collected will provide valuable discard information to stock assessments. This position also supports the NOAA Marine Recreational Information Program (MRIP) coordinated by the state, and strives to improve collaboration between the fishing charter community and the Division. This position ensures the goals of CAP are met through coordination, data collection, data management, and outreach.
Key Responsibilities:
• Work independently to schedule and conduct ride along For-Hire at-sea fishing trips; collect trip and catch information while underway; considerable travel and long days at sea will be required.
• Adhere to established at-sea protocols and utilize sound judgement to ensure personal safety prior to departure and while underway; utilize situational awareness to conduct data collection safely and effectively without hindering charter boat normal operations.
• Record, organize, validate, and analyze data; ensure data is properly curated and submitted.
• Ensure program transparency, maintain privacy of personal data, and ensure proper accounting of all expenses and reimbursements.
• Establish and build productive partnerships with For-Hire Captains. Improve collaboration opportunities with the fishing community through education, outreach, and effective cooperation.
• Support regional MRIP activities and assist in oversight of supporting staff.

The Division of Marine Fisheries
The North Carolina Division of Marine Fisheries (DMF) is responsible for the stewardship of the state's marine and estuarine resources. The DMF's jurisdiction encompasses all coastal waters and extends to 3 miles offshore. Agency policies are established by the nine-member Marine Fisheries Commission and the Secretary of the Department of Environmental Quality. North Carolina is a member of the Atlantic States Marine Fisheries Commission, the Mid-Atlantic Fishery Management Council, the South Atlantic Fishery Management Council, and the National Shellfish Sanitation Program. Minimum Education and Experience

Bachelor's degree in wildlife or fisheries management, fisheries science, zoology, or a biological science, or a closely related curriculum from an appropriately accredited institution and two years of experience in wildlife or fisheries management; or an equivalent combination of education and experience.
