Environmental Engineer - JBSA-Lackland

JOB SUMMARY:

BB&E is seeking an Environmental Engineer to support AFCEC/CFSD on site at JBSA-Lackland, TX.

JOB DUTIES AND RESPONSIBILITIES:

  • Assist with planning, programming, requirement development, and project management for the acquisition of environmental compliance and restoration services at Air Force installations worldwide.
  • Conduct remedial investigations, feasibility studies, minor restoration, remediation, and assessment of various environmental systems. Assessment activities encompass integrity, pressure, and hydrocarbon sensor tests for leak detection, 5-Year UFC tests, condition assessment reports, spill control and tank management plans, and the development of Operations and Maintenance (O&M) manuals and reports.
  • Provide technical, project management, database, and reporting support.
  • Coordinate with Stakeholders and Environmental Regulators.
  • Draft technical documents for Government approval, including programming documents, project management plans, environmental A&E and construction SOWs, and technical evaluations of proposals.
  • Prepare cost estimates and review environmental A&E and construction Contractor questions, RFIs, and change requests.
  • Track and manage project correspondence.
  • Offer expert analysis and advice to Government Project Managers on environmental A&E and construction Contractor submittals.
  • Draft documentation for necessary permits, applications, and compliance standards coordination.
  • Develop and deliver technical presentations, visual media, and training for the DLA Environmental mission.



EDUCATION:

  • Bachelor of Science Degree from an accredited university in Environmental or other related Engineering, Environmental Sciences, Geology, Biology, Chemistry disciplines or a Master's Degree in any field.



JOB QUALIFICATIONS & SKILLS:

  • Minimum of ten (10) years of experience working on DoD environmental programs/projects.
  • Working knowledge of environmental compliance, remediation, regulations, and regulatory agencies.
  • Candidate shall have worked as an environmental professional.
  • Candidates shall have a thorough knowledge of CERCLA and RCRA including the skills and experience to oversee environmental fieldwork and review reports generated by other contractors.
  • Duties include review of contractor-generated technical documents, field oversight of contractor activities, tracking of schedules and funds, records management of environmental program documents, and environmental project programming.
  • 40-hour HAZWOPER certification is a plus.
  • Strong written and oral communication skills and proficiency with MS Office applications (Word and Excel) is required.
  • Ability to successfully pass a federal agency background check is required.
  • Individuals already possessing an adjudicated National Agency Check with Inquiries (NACI) are preferred as well as prior Air Force experience.
  • Motivated self-starters requested.
