Summary
The purpose of this position is to independently perform and coordinate epidemiologic surveillance, studies, program evaluation, and community health assessment activities supporting service unit clinical, preventive, and public health programs.

Duties
Help
- Collect, validate, organize, and perform routine analysis of epidemiologic and health-related data using established methods and tools.
- Draft written summaries and recurring reports for preventive medicine staff and service unit leadership.
- Perform assigned portions of epidemiologic studies, surveys, and program evaluations using established protocols, methods, and procedures.
- Participate in meetings with tribal, hospital, and community stakeholders to identify health priorities and information needs.
- Assist with preparation of required tribal and Institutional Review Board (IRB) submission packages, approvals, and documentation under guidance.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment.
A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
INDIVIDUAL OCCUPATIONAL REQUIREMENTS
EDUCATION: Applicants must have a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Individual Occupational Requirements (IOR), you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS
GS-09: Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree or one (1) year of specialized experience equivalent to at least the GS-07 grade level.
Examples of specialized experience at the GS-09 grade level
- Identify basic trends and patterns in health data and prepare tables, charts, summaries, and routine data visualizations.
- Collect, validate, organize, and perform routine analysis of epidemiologic and health-related data.
- Perform epidemiologic studies, surveys, and program evaluations using established protocols, methods and procedures.
GS-11: Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or one (1) year of specialized experience equivalent to at least the GS-09 grade level.
Examples of specialized experience at the GS-11 grade level
- Conduct epidemiologic surveillance and data analysis related to infectious diseases, chronic conditions, injuries, maternal-child health, behavioral health and other population health issues.
- Identify patterns, trends, disparities, and possible public health concerns and explain the significance of findings for program planning, monitoring, and follow-up action.
- Develop tables, charts, dashboards, reports and written summaries.
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.
