The Department of Ecology is hiring a Quality Assurance Coordinator - MEL (Chemist 4)within the Environmental Assessment Program.
Location:
- Manchester Environmental Laboratory in
- Upon hire, you must live within a commutable distance from the duty station.
Schedule:
- This position is eligible for telework and flexible schedule options.
- A minimum of three days per week is required in the office. During the first 90-day training period, this position will be in the office 5 days per week.
- Schedules are dependent upon position needs and are subject to change.

Duties
In this role as the Quality Assurance Coordinator at the Manchester Environmental Laboratory, you will play a pivotal role in ensuring that all laboratory data is accurate, reliable, and scientifically defensible while supporting Ecology's mission to protect Washington's environment. You will lead the development and continuous improvement of the lab's regulatory-compliant Quality Management System, manage internal and external audits, including corrective and preventive actions, and guides staff on quality standards and best practices. What you will do:
- Lead the development, implementation, and continuous improvement of the laboratory's regulatory-compliant Quality Management System. Ensure all processes meet regulatory requirements for accreditation.
- Manage document control for the Quality Assurance Manual, SOPs, controlled forms, and all quality system records. Ensure documents are current, accurate, and properly maintained.
- Coordinate internal audits and ensure that findings are documented, communicated, and resolved in a timely manner. Track corrective actions and verify their effectiveness.
- Prepare for and support external accreditation assessments conducted by the Laboratory Accreditation Unit and other accrediting bodies. Maintain all required accreditation documentation and renewal applications.
- Manage the corrective and preventive action (CAPA) program, including root-cause analysis and follow-up. Ensure implementation of appropriate corrective actions to maintain data integrity.
- Administer the proficiency testing (PT) program, including enrollment, evaluation of results, and documentation of required follow-up actions. Ensure PT results meet accreditation standards.
- Review QA/QC data, method validation documentation, and analytical reports to ensure accuracy, defensibility, and compliance with regulatory and method requirements. Provide guidance to staff on quality expectations and best practices.
- Collaborate with project officers and contract laboratories to ensure Scopes of Work and conduct data validation of external laboratory data align with data quality objectives. Provide technical assistance to ensure data meet program and regulatory standards.

Required Qualifications:
Ten (10) years of experience and/or education as described below:
Experience performing chemical analysis of environmental samples following EPA and/or Standard Method analytical techniques in an environmental laboratory.
Experience must include all of the following:
Leadership Experience: One year or more of experience leading or supervising professional chemists.
Quality System and Process Management: Ability to lead, maintain, and continuously improve quality systems, including method validation, performance monitoring, and equipment calibration, to ensure scientifically sound and consistent operations.
Regulatory and Accreditation Compliance: Ability to interpret and apply laws, regulations, standards, and accreditation requirements, coordinate internal and external audits, and ensure ongoing compliance and program approval.
Corrective Action, Problem-Solving, and Continuous Improvement: Ability to identify root causes, implement effective corrective actions, and verify results to prevent recurrence and strengthen processes.
Data Integrity and Technical Review: Ability to review technical documents, reports, and data for accuracy, completeness, and defensibility.
Program, Workload, and Resource Management: Ability to plan, prioritize, and manage multiple responsibilities, deadlines, and resources while maintaining high-quality outcomes.
Communication, Collaboration, and Technical Guidance: Ability to communicate clearly, provide instruction, build productive working relationships, and support staff and partners in meeting quality standards.
Education must include a major in chemistry, environmental science, microbiology, or a related scientific field with a minimum of 30 semester hours or 45 quarter hours of college level chemistry

Special Requirements/Conditions of Employment:
Required to obtain federal security clearance and maintain security clearance during their employment at the Department of Ecology's Manchester Environmental Laboratory (MEL).
Must successfully pass federal ePASS background check to have access to the federal facility that houses the Ecology laboratory.
Desired Qualifications:
- Experience managing or implementing an ISO/IEC 17025 and WAC compliant Quality Management System.
- Experience conducting internal audits, managing corrective actions, or coordinating accreditation activities.
- Experience with data validation, method development, or technical review of analytical data.
- Experience in a multi-discipline environmental laboratory.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
