PURPOSE AND SUMMARY:
Conducts epidemiological surveillance and analysis across a multi-county region in Northeast Wisconsin. This position builds and maintains data infrastructure, such as data dashboards, communicates data analysis findings to respective parties, and provides training and technical assistance to local health department staff who use population health data to inform decision-making.
This full-time position serves the local governmental and tribal public health jurisdictions within the following 17-counties in the Northeast Wisconsin region: Brown, Calumet, Door, Fond du Lac, Green Lake, Kewaunee, Manitowoc, Marinette, Marquette, Menominee, Oconto, Outagamie, Shawano, Sheboygan, Waupaca, Waushara, and Winnebago Counties.
ESSENTIAL FUNCTIONS:
1. Develops and coordinates, sustainable surveillance and epidemiology processes to build capacity for the health departments in the northeast Wisconsin region.
2. Supports the use and application of data in public health strategies, plans, and the evaluation of public health programs and services.
3. Develop appropriate methodologies and templates for communicating data effectively to diverse audiences throughout the Northeast Wisconsin Region and ensure that data visualization efforts are understandable.
ADDITIONAL ESSENTIAL DUTIES:
1. Develops, maintains, and supports standardized and sustainable epidemiologic and data systems.
2. Compiles, manages, cleans, analyzes, and interprets quantitative and qualitative data from multiple sources (e.g., DHS systems, CDC, and local datasets).
3. Establishes shared data definitions, templates, dashboards and reporting tools to support long term regional data capacity.
4. Utilizes secondary data sets that contribute to regional understanding of complex public health topics, including but not limited to data available through the Wisconsin Interactive Statistics on Health Query System, ESSENCE, etc.
5. Reviews surveillance system data to assess the frequency and distribution of disease trends, population uptake of preventive measures, health outcomes and the social/environmental factors that may influence them.
6. Analyzes data by race, ethnicity, socioeconomic status, geographic location, ability and other factors to understand the impact or burden across various populations.
7. Utilizes epidemiologic methods, tools, and software to investigate contributing causes of health outcomes.
8. Develops regional and county specific epidemiologic reports, dashboards, data briefs, and visualizations including disaggregated data to support health equity.
9. Works with the Regional Multimedia and Public Relations Coordinator to translate epidemiologic findings into clear messages for diverse audiences.
10. Provides technical assistance and/or data analysis/reporting assistance to Northeastern Wisconsin Region health departments with regards to utilizing data to investigate, diagnose, and address root causes.
11. Delivers crucial, accurate and actionable information to Northeast Wisconsin Region health departments during emergencies or outbreaks.
12. Demonstrates data informed decision making and apply ethical principles in the use of data and information.
13. Monitors current and projected trends (e.g. health, fiscal, social, political, environmental) representing the health of the community.
14. Performs other related duties as may be assigned.
WORK RELATIONSHIPS:
1. Reports to Winnebago County Public Health Administration Division, Supervisor.
2. Works collaboratively with all Northeast Wisconsin Region Health Departments.
3. Onboarding will take place at the Winnebago County Public Health Department Oshkosh, WI office location. After this period has been completed, hybrid work options may be assessed.
EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION:
1. Master's degree in public health, Biostatistics, or Epidemiology; or similar field or a combination of closely related education and experience that provides equivalent knowledge, skills, and abilities.
2. Three years of professional data work experience within a public health setting preferred.
3. Experience with data visualization tools, statistical software (e.g., R, SAS, SPSS), and disease surveillance systems (e.g., WEDSS, WIR, ESSENCE), and other technologies that enhance data collection, visualization, and distribution are preferred.
4. Proficiency with Microsoft 365 and Google Suite applications.
KNOWLEDGE, SKILLS, AND ABILITIES:
1. Skill in qualitative and quantitative data collection, analysis, and interpretation utilizing multiple data sets (e.g. vital statistics, electronic health records, transportation patterns, unemployment rates, community input, health equity assessments).
2. Understanding of the limitations of evidence (e.g. validity, reliability, sample size, bias, generalizability).
3. Proficiency with Microsoft Office and data management and visualization platforms.
4. Ability to communicate in writing and orally with linguistic and cultural proficiency.
5. Ability to apply time-management skills, exercise independent judgment, and prioritize workload.
6. Ability to organize work and work productively with indirect supervision in a highly visible public sector.
7. Access to a motor vehicle and commitment to meet and maintain the County's automobile insurance requirements.
PHYSICAL REQUIREMENTS:
1. Ability to perform most work from a sedentary position.
2. Ability to function in situations encountered in a normal office setting.
3. Ability to use standard office equipment including telephone, computer, printer, photocopier, and scanner.
4. Ability to travel to other counties in the northeast region.
5. Ability to work in adverse weather conditions, and uncomfortable indoor environments during a public health crisis or emergency. Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions such as ice/snow, cold, heat, noise, wetness/humidity, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job. Travel to and from field locations may subject worker to increased risk of driving hazards. Community locations may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals and animals.
6. Hearing ability sufficient to communicate with others effectively in person and over the phone.
7. Visual ability must be sufficient to read typewritten documents, computer screen and drive a car.
