Under supervision of the PHS Director/Program Manager II, serves as the senior epidemiologist for Maternal and Child Health (MCH) and the MCH/Title V /Block Grant. Provides visionary leadership, direction, oversight, and expertise on complex data collection, analysis, interpretation, and reporting/dissemination of maternal and child health data. Uses critical thinking skills and principles from public health, biostatistics, and epidemiological sciences to promote and support the agency's mission, vision, and strategic plan. Uses data to influence decision-making and policy development. Supervises other epidemiologists.

STRATEGY AND PLANNING: Lead the MCH epidemiology team to support the MCH Bureau and for the MCH/Title V Block Grant. Collaborate with MCH teams. Promote implementation of Department of Public Health (DPH) and MCH Bureau Strategic Plans and contribute to development, implementation, and monitoring of organizational performance standards. Identify opportunities for professional development. Recommends policy and program changes to executive managers. Direct state MCH program planning efforts with respect to surveillance and other epidemiological data and evaluation.
DISSEMINATION: Conduct and oversee literature reviews for design of programs, preparation of publications, and planning evaluation. Design, prepare, and review analytic reports. Make oral presentations on results of data analyses to diverse audiences. Lead the development of and contact epidemiological studies for program planning. Conduct and develop methods for advance descriptive and comprehensive data analyses for purposes including the Title V application, needs assessment, and other MCH needs.
SUPERVISION: Plan, assign, schedule, prioritize, direct and coordinate the work of assigned epidemiologists, interns, and other staff. Conduct employee performance reviews of epidemiologists, ensuring the accuracy and quality of work and overall work performance. This position also oversees the Behavioral Risk Factor Surveillance System (BRFSS) and Pregnancy Risk Assessment Monitoring System (PRAMS) projects, serving as the Principal Investigator, for South Carolina, and supervises the Maternal Morbidity and Mortality Review Committee (MMMRC) epidemiologist and the data manager/epidemiologist for other MCH programs.
PROGRAM ADMINISTRATON/SUPPORT: Participate in writing grants and other funding proposals. Direct, review and develop requests for proposals and contracts for data analysis and evaluation projects. Provide and review technical assistance to communities and outside partners with respect to surveillance and other epidemiological data. Work as a liaison to outside entities to develop and maintain partnerships for sharing and using data.

Minimum and Additional Requirements
State Minimum Requirements: Master's degree in public health, epidemiology, biostatistics, or a closely related field and relevant working experience. An M.D. or doctoral degree in epidemiology, or advanced training in applied epidemiology, such as the Public Health Prevention Specialist Program at the Centers for Disease Control (CDC), may substitute for experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
