Summary
These vacancies are located in the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS). The incumbent will serve as either the National Wildlife Disease Coordinator or National Rabies Coordinator providing national leadership in strategic planning, development, coordination, and implementation of cooperative programs designed to contain, monitor and eliminate wildlife diseases.

Duties

- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Interacts in a technical and representational capacity with various federal, state departments, and other organizations on issues involving wildlife disease surveillance.
- Works closely with cooperators on funding issues and apprises Congress and OMB of national disease program accomplishments.
- May participate and represent Wildlife Services (WS) in national and international professional meetings critical to the national wildlife disease program goals.
- Develops, implements, and evaluates wildlife disease management strategies and develops and implements business plans.
- Works closely with budget personnel, including WS State budgetary personnel, program cooperators, and stakeholders on funding strategies and allocation of resources.
- Assures that standard operating procedures (SOP's) are developed and implemented to streamline the coordination of field activities conducted by WS personnel.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- Valid state driver's license is required at the time of application.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
- Extended travel or temporary duty may be required of the position. This may involve irregular working hours, including overtime.
- Legal and physical ability to possess and discharge firearms appropriately and safely may be required.
- Incumbents must be able to comply with both Federal and State statutory requirements to possess and use firearms in the performance of their duties and must maintain state-mandated firearm use certification requirements.
- To fulfill field or laboratory requirements in this position, proof of specific vaccinations and boosters may be required as a condition of employment to prevent contracting preventable diseases.
- The work is often sedentary; however, participation in some field activities at outdoor sites may require walking and climbing over rough terrain in various temperatures and climates.
- Participation in low level aerial activities may be required.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT:
Degree: bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
Combination of education and experience: Courses equivalent to a major, as shown above, PLUS appropriate experience or additional education.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Resolving critical wildlife disease surveillance problems or developing new procedural approaches at a regional level;
- Isolating and defining unknown wildlife conditions to resolve critical problems or developing new approaches to working with other agencies;
- Working many different and unrelated processes and methods that apply to a broad range of wildlife disease management; and
- Communicating technical and environmental challenges of wildlife disease surveillance, management and eradication to multiple levels of authority.
Note: There is no education substitution for this grade level.
