KEY QUALIFICATIONS

  • Knowledge of engineering theory, techniques, and procedures as applied to environmental, health, and safety issues.
  • Work or intern experience in an environmental related discipline.
  • Experience providing customer service or communicating with customers (i.e. preparing written reports, making technical presentations, providing workshops and/or teaching).
  • Experience with environmental state and/or federal regulations (including, but not limited to, TCAA, CAA, CFR, TAC, Federal Registry, Texas Registry).



HERE'S WHAT YOU'LL BE DOING...

  • Review routine to highly complex air permit applications (i.e., projects), ensuring high quality work and completing the required quantity of projects within established timeframes. Conduct a comprehensive technical review for projects to include defining all sources of contaminants, applying appropriate federal and state requirements, reviewing emission calculations, drafting permit documents, and completing technical review summaries.
  • Prepare public notice authorizations and completes associated tasks.
  • Provide quality customer service to applicants, agency staff, other state/federal agencies, elected officials, stakeholders, and the general public concerning the applicability of federal and state requirements for the permitting process and the technical completeness of projects.
  • Attend and participate in technical training activities concerning major and minor permit reviews. Participate in division, section, and team meetings.
  • Participate in the development and maintenance of technical guidance packages and policy memos, assist in the coordination of streamlining activities, and represent the division and agency at meetings, training sessions, presentations, etc.

Texas Professional Engineer's license

Environmental Permit Specialist IV

A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field, plus four years of full-time experience in performing engineering, technical, or related work in environmental permitting or control activities.

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

OR

A master's degree in the specified fields from an accredited college or university may substitute for one year of the required experience.

OR

A doctoral degree in the specified fields form an accredited college or university may substitute for two years of the required experience.

OR

Two years of full-time experience at TCEQ as an Environmental Permit Specialist III.

$5,091.00 monthly

Environmental Permit Specialist III

A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field, plus two years of full-time experience in performing engineering, technical, or related work in environmental permitting or control activities.

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

OR

A master's degree in the specified fields from an accredited college or university may substitute for one year of the required experience.

OR

A doctoral degree in the specified fields form an accredited college or university may substitute for two years of the required experience.

OR

One year of full-time experience at TCEQ as an Environmental Permit Specialist II.

$4,771.00 monthly

Environmental Permit Specialist II

A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field, plus one year of full-time experience in performing engineering, technical, or related work in environmental permitting or control activities.

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

OR

A master's degree in the specified fields from an accredited college or university.

OR

One year of full-time experience at TCEQ as an Environmental Permit Specialist I.

$4,473.00 monthly

Environmental Permit Specialist I

A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field.

$4,194.00 monthly

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineer I/Engineering Specialist I-IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Engineer I/Environmental Permit Specialist I-IV series.
